Mitch Cain and Michelle DeShane filed complaints with the WSHRC in April of 2009, alleging discrimination by Richland Housing Authority (RHA) based on marital status, sexual orientation, and gender identity. The complaints arose after RHA refused to allow Cain to add DeShane to his Section 8 Housing Voucher because Cain and DeShane were in a registered domestic partnership and Cain was in the process of gender reassignment. Ultimately, the parties reached a settlement agreement prior to a finding, that forgave Cain for a debt which RHA alleged he owed, and provided them with the reference and information needed to obtain a new Section 8 Voucher from Kennewick Housing Authority. Kennewick is now issuing vouchers in the Richland area, as RHA is in the process of closing its doors following mismanagement of its participation in the Section 8 program.
